Over analyzing Road House

How was Brad Wesley able to single handedly control the city of Jasper which seemed to have little to no police involvement when there was lots of illegal activity going on.
Also, did Wesley and Frank Tighlman (who owned the Double Deuce) have a good relationship at one point prior to him going to hire Daulton.
If Wade Garrett was the absolute best why not approach him before Dalton, I know he's getting older but he may have be able to deal with Wesley and his goons better.
Finally why other than money did the sweet beautiful, young Doctor date Brad Wesley a man old enough to be her father at one time? She came off as wholesome and good hearted in her conversations with Dalton.
