Eugene knows some legit stuff. Not just anyone can whip up a bullet. I looked up what his actual background was in the comics on the wiki, but I'm not sure if that's kosher to share here, even though it's probably inconsequential.

Right. Which makes this all very stupid. Also if Dwight were going to set someone up so his name would be completely cleared in this whole incident, why set up the one doctor you have in the entire place? Frame some nobody that wouldn't be missed.
So a Tara-centric episode and now Eugene-centric one. Let's just the Enid one out the way now so we can move on.

Actually, this could be a rather crafty play by Dwight. It's pretty obvious that Dwight is not all aboard the Negan train. He just got Negan's doctor killed. If they go to war, that's a massive loss to Negan.
It was definitely kind of clunky in execution, but I could see Dwight's thinking.
