I'm not sure who did the actual score for Lost Highways (thought it was Marilyn Manson) but Trent Reznor produced the soundtrack.
Angelo Badalamenti - he does most of the Lynch scores and original music. Just FYI, he played the crazy "Espresso" gangster in Muholland Drive.
All of Lynch's music is freaky. He definitely knows what he wants in a musical score (or background "sounds" like in Eraserhead), but it is more hit and miss with me.

Another one I really like that probably is underrated is Ry Cooder's score for the movie Paris, Texas. He based his composition upon Blind Willie Johnson's "Dark Was the Night", a hauntingly spiritual song.

Thanks for the info. I saw it during my college years and loved it, but most of my friends if not all were just confused lol.
State of mind probably didn't help
One of my favorite NIN and Smashing Pumpkin's songs are both on the soundtrack.

Meet Joe Black is amazingly scored, IMO.

Not sure if it is considered underrated, but the score from Kingdom of Heaven was amazing and beautiful.

The "Saw" series. All 8 of um or however many they made. It has a great score & I love the tune that plays toward the end of the films when it's explaining what Jigsaw did.
