What always made me cry the most was the death of little foot's mother, at least, as a kid.

As an adult, a few that come to mind are.

Kaneki Ken - Tokyo Ghoul
Amira - Rage of Bahamut

I'm sure I am forgetting several good ones, but those two are pretty rough.

I don't recall the show too well but i remember Rei Ayanami from Neon Genesis as being rather tragic. Wasn't she just clone designed to be easily replaced if she died?

If you've seen Grave of the Fireflies, you'd know it's the story of two children starving to death in war torn Japan. I think Seymore is very high up there too, and it's tragic how he died. It's a compliment to both of them that they're really close.

The problem is that yours is way too obscure. Also, humans are more aware and can identify and cope with their tragedy.

Seymore, on the other hand, is just a little doggie and doesn't even know why his plight is tragic. All he knows is that he loves Fry and is willing to wait forever for him.

The Grave of the Fireflies is a pretty well known anime movie and largely thought of as one of the saddest movies ever made. I wouldn't say it's any more obscure than the OP's choice.

And a 3 year old is not really all that more aware and able to cope with a tragic environment than a dog, maybe even less so. They do not understand why tragic things happen and it fricks them up for life. They also have no survival instinct, while a dog does. That is how old one of the kids who dies in the movie.

Edit: and if you mean my submission, I wouldn't say that choice is obscure at all. It aired on Nickelodeon and they made a (terrible) big budget live action film off the character.

I don't know about the most tragic. But Dory from Finding Nemo is pretty danged tragic. She has some kind of version of Alzheimer's or Dementia or something like that and they play it for laughs.
