Most "evil" DIsney villains.

I was reading an article on a comedy site and the writer suggested that evil does not exist in the Disney universe and that its villains aren't evil but just misunderstood- like Wreck-It-Ralph (Never saw the movie, that's the example that was used in the article). I have to disagree with this- Disney has put out some outstanding villains who were indeed evil.
At first I was going to go with Hades, it seems like a no-brainer since he is basically Disney's version of the devil- but he's actually pretty hard to hate- he's more of a butthurt jealous little brother. I've settled on Frollo from the Hunchback of Notre Dame, although I had to give Percival C McLeach, the insane poacher willing to kill a child from Rescuers Down Under, a long, hard look.

But I still have to give the nod to Jafar:
Even before he had the lamp, his entire goal was to marry Princess Jasmine and then have her and the sultan killed so that he would rule Agrabah. Then he got the powers to be the greatest sorcerer alive and later became a damn genie (which of course was his downfall...)

Judge Doom. He wanted to kill every toon/Disney character with ''The Dip'' and in the end, was a toon himself.

I would say the actions of these particular character do not necessarily portray an evil being, but an aggressive one who is unaware of the pain they ar einflicting on others for personal gain.
Shere Khan is evil in the same way that a cat is for catching a mouse and then messing with it before killing it.
The governor is just trying to establish a colony, I actually don't fault him much for his actions.
Sid is a psychopath, but I wouldn't necessarly say he is evil because he likes to frick up his toys, the sentience of which he is unaware.
Rattigan is a good answer though, dude was fricked in the head.

Gotta go with Cruella. In a world where animals possess sentience and complex emotion about on the level of humans, wanting to skin 101 of them for clothes basically makes her the equivalent of a Nazi concentration camp commander who makes lampshades out of the skins of Jewish prisoners.
Then again, the Beast is a son-of-a-bitch. Look at how he treats and smashes his intelligent talking furniture.

In our eyes yes, Sid is a deranged little boy, I'll give you that one. But from the point of view of the toys, Sid is as evil as evil can get. Speaking of the toys Lots-o-Lovin Bear was pretty damn cruel and evil too. Extreme circumstances lead him to become that way, but still he basically sentenced Woody and the gang to death by fire, there was no good left in him whatsoever.

Frollo is the clear answer. Wholly despicable and incredibly complex. One of my favorite villains ever.
