It's because he doesn't have enough flaws. He doesn't have a lot of personal issues for the audience to identify with (other than being an adopted orphan). He's simply too powerful of a super hero. Properly told, People could identify with Superman for reasons other than "I could be like him someday"

OK, so you have this perfect, God-like being that suddenly shows up and solves so many problems. How would we respond? How would the world accept him? Would we get mad when he couldn't save the day all of the time? I think those are some issues that could really yield some dividends in future Superman movies.
