Is Scar from Lion King one of the greatest villains of all time?

This guy kills his brother, makes his brother's son think he killed his father, and then forms an army from the pride's mortal enemy. He then proceeds to destroy his pride's homeland which is everything the light touches.
If that isn't pure evil, I don't know what is.

And as he was now the dominant of the pride, he also more than likely fricked simba’s mom and all her friends.
Killing your brother, blaming it in your nephew, and then banging his mom? Total boss move.

If we are including video games, Amon from Starcraft has to be up there.
-He artificially evolved the Protoss by basically installing an organic Trojan in their minds after triggering a civil war.
-He took a primal zerg, tortured him until his mind was completely broken into a hive mind carrier, and set him loose on the other Xel'Naga, then programmed a directive to assimilate everything to distract the Protoss.
-He used his proxy Duran to undermine both the UED and Mengsk at the same time, focusing them both on Kerrigan while creating a plan to hybridize Zerg and Protoss.
-He convinced the Tal'Darim to worship him as a god and design their entire society around him.
-His proxy Duran convinced both Arcturus Mengsk and his son that Kerrigan was the greatest threat while hedging his bets that if Kerrigan was "saved" that her residual energy could revive Amon.
-His proxy Duran convinced Arcturus Mengsk that the protoss/zerg hybrids were under his control, playing on his ego.
-He used the aforementioned Trojan to hijack the Khala and control all Protoss that didn't sever their nerve cords, making them slaves in their own bodies.
-Oh, and did I mention that he killed all the other Xel'Naga but one, who he imprisoned for eons?

Yes, he is one of my favorites for sure, but Judge Frollo is absolute evil. He also gave us one of the best and darkest scenes in Disney animation when he basically called in the devil to make Paris burn.

Even worse is that the song is about justifying raping and murdering a teenage girl and blaming it on her. It is the darkest scene in Disney history. Frollo is the most evil Disney villain with the Coachman from Pinocchio being his only real competition.
