Yup.
But they actually are pretty generous. And aren't in effect during off-peak hours.
Most people never even come close to reaching them. Of course, that could change quickly.
But I think the ISP's are cautious to implement too stringent of caps so as to avoid regulatory pressure.

100% correct. My Cox bandwidth cap is at 200GB. However they currently don't charge me, cut me off, or throttle me. They just send me a polite email saying that in the future I may incur fees if I keep going over and they recommend an upgrade to a better plan.
