Help Identifying a Show (Difficult)

This is going to be a pain in the arse for you guys and I won't be surprised if no one knows what I'm talking about.

It's a show I saw when I was a kid, but I can't give you a specific year. I would guess it was in the 90's. It may have been a mini-series or made for TV movie.

The plot centered around a child murder and it turns out that the town had a history of child murders. So the show is trying to figure out which character was the killer.

Spoilers

In the end the main character, a sheriff guy, caught like 3 guys that were responsible. But there was a twist: they found video tapes of the guys that dealt with the murder. The tapes went back years, apparently the group first started killing when they were kids.

The sheriff is watching one video that shows the 3 guys, as kids, talking about this missing kid or something. That's when the sheriff realizes that they don't know who was filming the videos, so technically one of the murderers is still out there.

That's all I remember, I've been trying to think of the name, or more details, of the show for years. I've considered asking here multiple times and finally said screw it.

Anybody have any clue what I'm talking about?

no, but the 90's had a string of very disturbing and bizarre films.

Can you remember any of the actors? Maybe who played the Sheriff?

I have no clue.

The only details I remember is that the show was based in some place that gets snow and the sheriff sleeps with one of the other major characters. I think it was a blonde woman.

I don't know if this it, but I found this movie made in 1992 broadcast by NBC. Kinda similar. A Child Lost Forever

I think your description is an amalgamation of a TV show with differing plots because it sounds like a myriad of Picket Fences episodes.

I'm guessing it was a show called 'Chiefs'.

Foxy Funderbrook (spelling?) was the bad guy, and he may or may not have been Zeke from Pulp Fiction?

Just a guess. Didn't google or anything.

I know I've seen a similar plot in the shows Cold Case & Numbers. Meaning somebody was filming while the others were either committing the crime or talking about it.

You need to give it up.

I figured out awhile ago he's remembering an episode of a series...not a TV movie or mini-series. So you're never going to find it.
