Hell, Stallone's run from Rocky through Cobra (included 4 incredible Rocky films, 2 Rambos, Nighthawks, Cobra - the only real dud where he was a featured actor was Rhinestone) was pretty impressive, and he got a second and third wind probably makes him 2nd to Arnold on pure action credentials.
Although, for a shrimp (not even a husky one) Cruise has been an unlikely and quite successful action star - and his box office performance is unquestionable. And, he delivers the occasional acting performance that Arnold just can't approach and Stallone can hit only in the occasional scene: Magnolia, Collateral, even the "cameo" in Tropic Thunder.
Plus, Arnold or Stallone would have just been lost trying to pull off A Few Good Men, Jerry McGuire or Rain Man.

Yeah, when I think action star, Tom Cruise does not readily come to mind. Are we considering Westerns to be in that class as well? Because if that is the case, Clint is the GOAT

I think Stallone is a very capable actor when he wants to be. But his voice does him no favors, his way of speaking. Works great in action movies and when playing a semi retarded boxer. Not sure how it'd translate to other roles.
