There have been many shows that ended terribly; however, that was typically a symptom of a show going on for way too many seasons (like ER).
Game of Thrones has had only 8 seasons and an agreed upon hard ending. So, yes, it may be the most disappointing.

The down votes will rain down, but I agree. Go back and watch the first couple of seasons and you can see just how far the show has fallen. It just isn't a very good show any more. Hell, at this point I think Rome was a much better show.
