1. Was this movie connected at all to Cloverfield?
2. What the hell was going on? Alien bioweapon attack then actual alien invasion?

Not really, the mailbox was added way after the movie was shot, not sure why it is titled cloverfield.
Alien bioweapons to take out populations followed by invasion.

Nope. I think it's trying to be in the same world where aliens attacked and this is another person's experience from the attack. It was a cheap attempt to bridge the worlds, honestly.

Think of "Cloverfield" as this age's Twilight Zone. Sort of the same universe where weird stuff happens.
