Ramsay would mouth f*ck Joffrey.
Joffrey was a brat with power.
Ramsay was a bastard that flayed his way to the top.
There is no comparison.

Ramsey by 1000000 miles.

Kind of a side note, but am I the only one who has trouble accepting that someone with the sense of honor that Eddard Stark had would allow one of his bannermen to maintain that kind of mentality, torturing people by skinning them alive being their bread and butter and way of life?

Spoilers, although if you're reading this thread you deserve to be spoiled.
It's Jofferey by a mile.
When Jon finds out what Ramsey did to his sister, he's probably going to introduce Lord Ramsey to some Valarian steel. And while that death will be satisfying, it won't be nearly as satisfying as watching Jofferey wiggle on the ground.

I think I hated Joffery more. It was his attitude that made me dislike him so much.

Joff
he isn't weak enough to fall for a kennel master's daughter and weep like a woman afters she dies

Ramsey and it's not close. Joffrey used his station to pick on those beneath him; Ramsey is more conniving and is fueled by a desire to overachieve and outclass his bastard status.

It's Ramsey even though I hated Joffery more. Joffery's manic personality originated from a position of unbridled and unrestrained power. Take away that presumed power and he's little more than a pansy. Ramsey is a genuine sick individual.

I think Joff was the better villain. Petulant little shite who kills Ned (which is the final blow that causes the Wo5K, tries to have Bran killed, causes Lady to die, tortures women including his own wife. He's also a coward who runs from battle and mocks his uncle mercilessly after he saves his arse.

I would be disappointed if Jon killed Ramsey. The poetic justice in having Ghost do the honors is an opportunity a writer should never pass on.
Even Ramsey might love it. Being killed by a dog god and all.

I do like the connection there. Ramsay is really a feral dog who uses feral dogs to eat women alive. Jon is a Wolf, and him getting mauled to death like one of his victims would be a worthy death for him.

You're getting shite for this, but in the ASOIAF setting you're probably right.

Nope, needs to be Theon. They already set up the foreshadowing all the way back in season 2. Theon tells Lewin, I will kill that bugler before I die no matter what they do to me. Season 3 they specifically show you Ramsay was the one with the bugle, and he's done quite a lot to Theon. Theon gets the redemption.

Ramsey. No contest. In fact, Joffrey wasn't even a "villain." He was just a self-conscious bitch boy who picked on girls because he realized that his self-image was grossly inflated. He doted on Sansa until her little sister shamed him. Seriously, what did Joffrey ever do besides have Trant smack Sansa around, kill a prostitute, shoot cats, turn into an absolute bitch in the midst of battle? Oh, right, he ordered his executioner to take the head off an innocent prisoner in a sneak attack.
You think Ramsay would have gotten punked by Bran in the yard, you think Ramsay would have let a girl beat him with a stick and run crying to mommy, you think Ramsay would have let his dwarf uncle smack him around?
People hated Joffrey bc he was a spoiled little bitch, not because he was a villain.

That is probably his best line in the whole damn show. Even though you are supposed to hate Theon by that point in the series...I was dying laughing.

Ramsey easily.
I don't want him to die until the end.
Jofferey was more just annoying and I was glad to see his character go.
