Unless...they are going to introduce a character as a goodie, but they are secretly a badie, and dont want people going back and figuring it out.
Considering they are going to introduce Ra's around episode 4 or 5 or so, and they probably won't reveal the killer until the mid-season break at least, they may have wanted to use the voice masking because they plan on having some Ra's/Oliver interactions and want us to question whether or not he is the killer.
And I could definitely see Sara acting the way she did if it was Ra's, since it would've been Ra's al Ghul all of a sudden standing in front of her. Not only is he probably held as an almost god like status among his followers, but he is also the father of Sara's lover. I'm sure that would've been a major shock for her to see him up on a roof top in Starling City.
But like Murray, I've been wrong plenty when trying to guess the direction they are going. It'll definitely be interesting to see where they go with it. I can't wait.

Ra's wouldn't kill one of his own and his daughters lover. Sara was deemed the "beloved one" so I just dont see it being Ras and the reason we will see them later is because I believe he and nysaa come to star city to seek vengence on whoever killed sara

I wouldn't assume that Ra's cares one lick about Sara. She was the "beloved one" in relation to Nyssa, not Ra's. Ra's would be willing to kill anyone if he thought it was in his best interest, including his daughter.
I think the direction the show runners will be going down with Ra's story line is that he'll be trying to either recruit Oliver, or at least try and prove to Oliver what he must do (in Ra's eyes) if he wants to be the protector of Starling City. Killing Sara may just have been one of the "points" he'll try use to convince him.
I do think that Nyssa will come to Starling to try and help Oliver discover who the killer is, because she was probably left out of the loop by Ra's for obvious reasons, and Ra's may come under that guise (but I don't think that'll be the true reason he is there).
ETA: Again, this is my theory as of this moment. But since Ra's in the most "obvious" suspect, and since the show runners normally put a twist on the obvious choices on the show, my theory is very likely to change as the season goes on.

Talia being Sara's killer? That would be interesting (if they could come up with the right motivation for Talia to was Sara dead). But normally the show runners aren't to secretive when it comes to the introduction of big characters. They announce Ra's at comic con, and Canary (Sara) was announced before the season 2 premiere. I can't remember the last time they snuck in a character as big as Talia.

Yeah but like you said, Harley was just a cameo and Grundy was basically just a villain of the week character. I was talking about characters that would be used at least as a supporting character for a story arc. If they were to use Talia as Sara's killer, she'd be much more than a villain of the week type of character.

Yeah, that is why I said shocked may have been a better word.
But I think the actress turned what was supposed to be shocked into confused.

I think confused is definitely the right word. Now whether or not that is what she was supposed to portray is another matter. But if we are to take that scene at face value, then Sara doesn't seem confused at who that person is, but she's confused at the fact that that person is there.
