Marlo might be the most underrated character on the show. He succeeded at where all the others failed. But much like the show, he never gets the street cred/reputation he deserved.

Season 2 is amazing. Without the Greeks, the port and the docks, the flow of pure heroin into Baltimore doesn't exist on such a widespread level.
Season 2 explains that the collapse of American industry and the white working class has driven some to illegal behavior, not because they're bad people with bad intentions, but often for good intentions. Frank Sobotka was a decent man who made some terrible choices with good intentions.
And Season 2 also shows the link between international drug smugglers and law enforcement. The Greeks had connections to the FBI, which is how the Greek got the tip that killed Frank. I think the producers needed to show the collusion between the two to emphasize the point that the Feds allow folks like the Greeks to do what they do in exchange for providing information about terrorism.
Without the Greeks and Sobotka, there's no pure dope. Without that, there's no co-op and Marlo Stanfield is just another street thug.

While I personally prefer seasons 1 and 3 better, season 4 is the best single season of the wire.
