"Movie Star" is a charged term - we've had these threads before.
It's very likely John Wayne on the male side. Females are tougher, because they rarely have the staying power (not saying it is fair, just calling it like I see it).
AFI had John Wayne at 13 - in the 100 years...100 stars list in 1999.

They have Bogey at #1 and there's certainly an argument there - looking at the impact of the body of work, but the Duke's much longer career and drawing power into the 1970s. I just think it is bias to have Wayne down in the teens.
For females, it is very likely Kate Hepburn - I tend to agree with AFI that one, although I think it is fairly close between the Hepburns and Bette Davis.

I think characters can actually qualify as movie stars. To me, a movie star is someone people go to see regardless of what they're in.
It doesn't matter who's playing the character, people are going to go see James Bond. So in that sense Bond is the star more so than the actor playing him.

For the actors playing the character today? Sure. But Sean Connery made that role the icon that it is today. If Connery would have flopped, the movies would have flopped and we wouldn't even know who James Bond is today.
You need an actor to make a character iconic.

Fair enough, but Screech has only been played by Dustin Diamond. He also has a creepy sex tape, and was on some sort of celeb rehab/has been show on VH1. Likewise, PeeWee is only played by Paul Reuben's. Outside of acting, he is most famous for performing lewd acts in a movie theater.
Your point about James Bond is interesting. The TV equivalent would likely be Dr. Who. Nevertheless, these characters are central figures between two widely successful franchises which haven't been greatly affected by who is playing the titular role.
