Why is Locker so highly rated?

I understand he is on a bad team, however, when he has a man down field his pass is so off it seems. Not sure what the hype is on him yet.

I've been saying this forever - INCREDIBLE prospect. Upside is as big as any QB in awhile. However he is incredibly overrated as a college player, and I'm not sure of the last mediocre college QB to do big things in the NFL.

He's got amazing physical tools, but I'm pretty sure his stock is dropping hardcore.

Rumor is Luck wants to finish school. However, I just saw Locker over throw a receiver and get intercepted. I could believe the receiver ran a bad route but every pass I see him throw beyond ten yards seems far off like that interception.

Barkley looks like a very cerebral and smart QB, but his arm strength to me is not as great as advertised.
