Why didn't the refs stop the clock when Panthers went OOB at the end of the 1st

He ran out of bounds going backwards. So his forward progress was stopped in bounds. Thus, he was technically tackled in bounds.

Because it's not below 5 minutes in the 2nd or 4th quarter.

The clock normally stops till the ball is reset though.

If it's the play I remember, he went out of bounds, but the ref signaled to keep the clock running, and it's because his forward progress was stopped in bounds.

Edit: But I may be remembering the wrong play.

Clock only stops for an incomplete pass. It stops for an out of bounds play only in the last 2 minutes of each half.

Ginn was just pushed out of bounds, and the ref stopped the clock till the ball was reset.

They'll reset, but it starts right back up.
