Why Can You Challenge 12 Men on the Field?

I believe you can challenge off sides, but don't hold me to the fire on it.

Based on the calls in CFB on Saturday, I'm sure the NFL allows a challenge for illegal forward pass.

Bill Cowher stuff the picture in the refs pocket showing the Steelers didn't have 12 men on the field. People starting asking why that wasn't reviewable, so the NFL changed the rule.

There's a thousand times during a game there's a clear flag or penalty that the NFL missed. Sometimes they just miss things. I don't like being able to review certain things to "get it right" and not being able to review other things.
