Absolutely, and it has been for years.

GS didn't play their best basketball in the Finals. That is both a credit to the Cavs D and a black mark for the Warriors being called one of the best ever.
The West was really good this year. 7 teams with 50 wins means every team in the playoffs was a very good team. The Cavs were probably about the 4th or 5th best team this year IMO. Spurs Clippers Warriors and maybe the Rockets were as good/better than the Cavs.

When Shaq was playing for the Magic. Shaq signing with the Lakers tilted the balance of power towards the West. When the Spurs drafted Duncan, it really consolidated that power and the West has held the advantage ever since that time.
