When and why did the illegal substitution rule for defense change?

The offense has always been a deadball penalty for 12+ players on the field. But as I remember it, the defense could have as many people on the field as they wanted pre-snap, as long as they were at 11 once the snap happened. And it was never a deadball penalty on the defense.

This year I've seen the ball blown dead before the snap for the defense having 12+ on the field. I've also seen after the play penalties for the 12th guy running off the field before the ball is snapped.

When did this change? Or am I just making shite up?

Yes, you are making shite up. Read Rule 3-5-3 for the answer.

Wrong....the replaced player has 3 seconds to leave the huddle.

That is simply not true. Or the rule is being wrongfully enforced now, and very often.

In the Lsu game today, a couple plays after the officials' clusterfrick with iowa supposedly not allowing Lsu time to substitute, Lsu was called for illegal substitution on defense when players ran off the field before the snap.

Is the nfl rule different? I swear I remember it being a result of the play penalty previously.

Eta: and if I really am still making shite up, why isn't it a result of the play penalty, like offsides? Often times in these situations the defense is scrambling to get lined up correctly after running people off. Why is the offense punished for the defense's mistake?

Those officials were consistent, they sucked for both teams.

If the defense lines up with 12, they have three seconds to get the extra man to run off the field

Correct. Illegal substitution is a deal ball foul, and 5 yard penalty. In college (not NFL), if a play is run with 12 men on the field, that is illegal participation and a 15 yard yard penalty. The irony is that illegal participation generally can only occur if the refs didn't blow the play dead to call illegal substitution to begin with.

Da faq? If the play clock is running the snap is always imminent. Dumb statement is dumb. Was that you calling the game today?

If a team is in the huddle a snap is definitely NOT imminent....
