This is what politicians do. So the coach gets drunk at a fundraising event, and so the school bans alcohol from the locker room. The action they took has nothing to do with what happened.
This is a "feel good" policy where the school can pat themselves on the back and say they did something about it.

A friend and I once wandered in an open gate in Tiger Stadium the night before Hurricane Rita in 2005. Not very long after we were approached by one of the coaches on a golf cart questioning what we were doing there. We didn't really know that to do or say but then he says "we are trying to tarp the field and we need all the help we can get; can yall give us a hand?" For us it was a no-brainer and we spent the next hour with the coaching staff and trainers struggling to tarp the field in extremely windy conditions. Once we finally got it done one of the equipment managers invited us to go to the locker room with them to have a drink as a way to thank us for helping. They had like 3 or 4 huge ice chests loaded down with beer. We only stayed for one beer but I can recall thinking they were probably going to be there a pretty long time if they were going to make a dent in those ice chests.

From what I read from one of the USC beat writers it sounded like Alcohol was around in the locker room during the Kiffin era but was ended what Orgeron took over on an interim basis. When Sark came in, the drink was back.
When people say its in the locker room, it appears it is a beer or two after the game has finished in the coach's office, not really out and about in the open.

IYAM a beer or two after the game is NBD. But if Sarkisian is so inebriated at a an official university event that people notice and comment on it, he probably has a drinking problem. That's the thing USC needs to deal with.

One of my dad's buddies was a ballboy for the New Orleans Buccaneers (an especially short lived ABA team) in the late 60s. He said at halftime the players would always be drinking and smoking in the locker room.
