He was a 4 star recruit that had offers from many big-time D1 schools. I don't think anyone felt that LSU shouldn't have offered him at the time.
In his 1st meaningful action at LSU (Ark) along with his last game (ND), he played well. It was everything in between that was below average.
I didn't see the game last night but think (?) he's had a few good games this year. Obviously hasn't lived up to the 4 star rating.

Jennings honestly looked pretty good for the first 3 games this season
During the Tulane game, he got pressured due to poor ol play and hasnt been the same since. Even when he has time, he has struggled to read the defense or consistently make accurate throws

Might as well burn that plan.
The plans for Cajun field involve tearing down the existing upper deck and rebuilding it smaller with new suites and press boxes. This is still much needed to modernize the stadium.
This seemed doable before the oilfield (and team) took a massive shite. Who fricking knows when the money will be available now.
The end zone seats were to offset the loss of seats from the smaller upper deck and prep for the main renovations.
The 60,000 thing was never intended to happen anytime soon. It was more long (very) term planning
