Given perfect conditions, which track proves more difficult?

My two favorite us open venues. Oakmont has the tougher slope and rating I believe. I'll go with Oakmont

Oakmont hardest day in and day out, but historical scores at majors would support Winged Foot.

I ain't saying Oakmont is easy or anything, but -5 has been shot there multiple times in the Open. It can be scored on if you play perfect golf.
Winged Foot straight shreds dreams.
It doesn't have the mystique of Oakmont from the speed of the greens or the masochistic reputation of the members, etc..
But it's proven that it's the hardest by nature of the winning score.
Claude Harmon's members were in disbelief when he said that an over par number would win. He laid his wallet on the table and said "No one breaks par, and I'm taking all bets". That open came to be known as "The Massacre at Winged Foot"

yeah it's up there, too. I think they're all honestly a toss up. if you cut the rough the exact same length, fairways exact width, and greens the same speeds they would all be equally difficult. though I think bermuda is consistently better than poa, and bent is best but most fickle.
