Not surprised. There was an understanding and agreement that was reached a few years ago on this.
Only reason PSU didn't take the NCAA to court.
I went into great detail here a few years ago on how PSU would have won in court under anti trust laws. No doubt about it.

The timing of the annoucement today was because it was day after week one of the nfl and the ray rice thing.
