They did not. They got in trouble because someone not associated with the program paid Reggie Bush and the NCAA said they should have known about it.
There may have been agents on campus too, which is another violation, but still different the impermissible benefits.

I mean, top basketball athletes already go to Duke, they don't need a commercial to help them with that.
