Wasn't he drafted by MLB and in the minor league system? If so how can they redraft him?

Yes, with the Rockies. Hit in the lower .200's I believe.

I saw him play several times with the Asheville Tourists - decent second baseman, but couldn't hit even lower Class A pitching.

No, he was picked in the minor league portion of the draft. Secondly, anyone picked in the major league portion has to be placed on the 25 man roster all season, not the 40.

They don't have to...but as soon as he is waived he is no longer their property.

Johan Santana is the most famous modern era Rule 5er. Roberto Clemente is the only hall of famer to be a rule 5 pick and will most likely be the only one ever.
