I think they really want Mack instead of Clowney. But they know they can get Mack from a lower spot and it would be a big pr hit if they took mack of clowney #1

If they want Bortles, they can probably drop back in the top 10, pick up someone's 2nd and 3rd and still get him. Might be worth it depending on their board and players they covet.
