Salary Cap Question NBA i.e Cavs offseason

help me understand something. I'm not very good at the salary cap / CBA shite in the NBA but i know enough to know basic shite.
I also know that a team can use any money, over or udner the cap to sign a free agent that they have the bird rights to but can only use money under the cap to sign a restricted free agent or a player they do not have the rights to.
Also I understand that the cavs are basically fricked when it comes to the salary cup. they are going to be well over, for the foreseeable future. even with the salary cap raise up to 92 million a year they would still be 14 million over the salary cap next year, without bringing in any rookies or resigning anyone.
I also understand matthew dellavedova accecpted a 1 year qualifying offer last year which gave him his 3 years of service to become an unrestricted free agent
what i don't understand is
1. how the frick is he STILL a restricted free agent if he has 3 years of service and has bird rights? that's the whole fricking point of taking the qualifying offer lol. to get 3 years eligible for either unrestricted free agency or bird rights.
2. if you can't use over the cap money to sign a restricted free agency, and matthew dellavedova is a free RFA, who do the cavs plan on keeping him at all? it should be technically impossible

Don't quote me on this, but I think you are confusing Restricted Free Agency with a team holding S&T rights and cap holds on a player.

It's four years. This is his third year so he'll still be a RFA even having taken the QO last off-season. Bird rights are after three years but only dictate whether or not the Cavs can go over the cap to sign him.
