Exactly. It sounds like a surplus does exist, and the AD is just keeping it by hiding it in the budget.
If that is incorrect, then I don't know what they are bitching about.

LSU's tennis center was crap. Most of LSU's facilities were crap before Alleva got here. Tiger Stadium is still crap on the inside but atleast it looks good on the outside.
