I mean people are buying them at those prices so clearly they don't care too much.

Whatever problems that need solving, my hunch is that the state will make them worse.

Not the issue. And they are investigating the ticket process for all big-ticket events, not the NFL itself.
The issue is tickets go on sale for a particular price, but the average ticket buyer on his device can't get it. Secondary ticket brokers like StubHub get the tickets funneled to them or organized scalpers get their hands on the tickets first, and then use the StubHubs of the world to sell the tickets they had no intentions of using in the first place for double the price.
It doesn't matter that people still buy the tickets. It matters that the average person is the victim of organized fleecing that is at worst promoted or endorsed by leagues/promoters themselves, and little to nothing is ever available or purchased at face value.
Stop telling people that tickets are available for $150 when the $150 tickets sell out in 45 seconds and everybody has to buy them for $500 on StubHub instead.

ironic since most states require a licensed distributor for just about every product.
