They pretty much already have since the NFL has this weird buffer rule where the tampering rules don't apply. Texans have already been talking with him

As a Texans fan I'm not sure what to think of Osweiler if they land him. He's a huge upgrade talent wise and I feel like O Brien can really develop him, but I wasn't completely sold watching him last year. I would rather have him than drafting someone like Paxton Lynch though.

This. We really need a better o-line and receivers, too.

Signing Osweiler would free them up take a OT and WR/TE in the first two rounds as well

9 News Denver's Mike Klis reports the Jaguars are "finalizing" a deal with free agent DL Malik Jackson which will make him the fourth highest-paid defensive lineman in the league. ESPN's Josina Anderson confirmed the report with Jackson. ESPN's Adam Schefter reports the deal is expected to be around $15 million per season, which would put Jackson between Rams DE Robert Quinn's $14.2 million and Bills DT Marcell Dareus' $15.85 million annual average. It's believed to be for six years. With easily the most money to throw around, the Jaguars are getting the premier prize available on the market.

Y'all looking at Doug Martin? Don't think the Bucs will sign him.

Yeah, Martin and Ivory both, to complement Murray. I'd prefer Martin I think but like both options.

Ravens are getting gutted.

And another TE?! I guess we're giving up on roidhead Boyle. Pitta is pretty much done for. Maxx and Gilmore should be more than enough... I wish we had kept Osemele.
