Van Pelt was just railing against this, talking about how Saban is pushing it under the guise of player safety when he's only doing it because those are the types of teams Bama loses to and can't "figure out".

It's a dumb rule. Figure it out like they do with every other offensive wrinkle teams come up with.

If they rarely ever snap it before the 10 second mark as you say, then why do they need to a rule to enforce it.

I think he means the offense readies at the line of scrimmage quicker than 10 seconds simply to keep the defense from substituting even though they very rarely snap it that quickly?

That was great and I agree with him. That rule is a dumb as the targeting rule last year as it was enforced. Stupid knee-jerk typical unimaginative "problem solving" by football people.
