Wasn't he the head of the President's Council for Physical Fitness under Bush? He did own a AFL team also I thought.

"Swann is the third consecutive former USC football player to hold the post.
As for qualifications:
President C.L. Max Nikias said “Swann will bring the heart and soul of a Trojan” to the position."

USC is replacing Pat Haden with Pat Haden. Lynn Swann: Ex-USC player. Augusta National member. Ex-broadcaster. Corporate board member.
