Just because you're a foreigner doesn't exempt you from obeying local laws. U.S. citizen or otherwise. Charges don't have to be filed to restrict someone from leaving. I don't know why you continue to be so hung up in this point and your whole "handle it through the embassy" schtick.

If Brazil "handled it through the embassy," all the swimmers would have gone home and there wouldn't have been a damn thing Brazil could have done about it once they were gone.

Now sure, this is all much ado about nothing, but that doesn't change the fact that a country has the right to enforce their laws.

I believe that based on the inability to effectively communicate, that the very first impression they probably had was that they were being robbed.

I also believe that it is more likely than not that they damaged property at that gas station and the owner demanded they pay or he'd call the cops.

It is also more likely than not that Lochte has intentionally omitted that portion of the story.

Let's say they did damage the door even though I think they probably didn't. Ok, they damaged the door. Now, is it common practice, in Brazil, to hold a gun to your head and rob you afterwards due to the possibility that you might have caused damaged to a door? Is it your right to rob anybody in this situation in Brazil?

So you think security guards drew weapons on guys who were complete innocent of any wrongdoing at what appears to be a fairly busy gas station? Even for Brasil that's a bold move.

That's not a contradiction of my statement. I don't believe the swimmers were completely innocent of wrongdoing.

Whether the response was appropriate or not is a different issue.

I don't believe that the security guards pulled out guns and demanded money from the swimmers for no reason or in a typical robbery, at a busy gas station at 6 AM.
