Got to be Doug Williams.

A typical stat line for one of his games would be 11-28, 389 yds.

First response was the correct one. Never seen someone so good at lofting a ball up and letting his receiver go get it. Plus it seemed the ball came straight down into the receivers arms making it more difficult to defend.
