Umm, no it is not.
If it is as you say, then why don't the refs immediately blow the whistle? If it was DEAD as you say, the whistle would blow the second a ball is deemed dead.

When that personal foul happened on Harrison, they said they would move the ball half the distance to the goal. The punt was downed on the one and I could have sworn the ball was still on the after the incompletion on 1st down. Maybe someone with Tivo can confirm this for me.

If you get beat, how are you going to tackle him and if you are in position to tackle him aren't you also in position to defend the pass?
This does not seem to be a problem in CFB. Degrees of intent would be better than any PI is a spot foul.

If you are deep in your own territory and commit a half-the-distance offensive penalty, they should also move the first down marker out. (false start on your own one should move the first down marker out to the 15 instead of penalizing the violators 18 inches.)
