If Embiid can never stay healthy, where does he rank on the "what could have been" list?

On that list below Walton and that's it.

Jojo lead the league in rim protection and blocks/min as a rookie after sitting out two years.

Are you referring to the latter part of Grant Hill’s career and his legacy if he led his team(s) to NBA titles? Those teams he played on were GOD AWFUL during that era, it was essentially criminal what he endured.

Len bias and Brandon Roy usually make these lists. Wouldn't put them on the level of what we've seen out of embiid though.

I recall Kevin Johnson had a 5-6 year run of excellence that he couldn’t maintain for longevity’s sake because of injury same for Mark Price. Hell, Shawn Kemp fell off a cliff after 7 years of dominant basketball due to the Jim McIlvaine fiasco weird stuff.

Sam Bowie, dude had game but was victimized by recurring stress fractures that basically destroyed or minimized what could’ve been a fruitful pro career. It was super gay, especially when he exacerbated his initial condition by continuing to play on it his sophomore year thus translating to his 2 medical redshirt years. Goofy but tragic stuff but that’s the risk these dudes assume essentially.

Most on that list still had pretty solid careers.

I don't think Yao or Penny would have done much more than they accomplished.

No Len Bias? Wasn't he supposed to be Jordan 2.0? I think even Jordan said that.

Embiid would be pretty high up that list, especially after flashing what he did during his first season against NBA defenses
