The big 12 favorite is clearly TCU. They have Baylor at home and revenge factor.
+ they are just a better team than Baylor with a heisman favorite at QB.

PAC 12 South just might be the best division in any conference this year (it wasn't too far last year in retrospect). USC, UCLA, and ASU could all make the playoffs; Arizona will be very tough again, and Utah should be pretty solid as well (bottom of the top 25 or getting votes most of the year). Colorado still sucks on ice.
The North is probably a little deeper than most think given that Stanford is poised to have a pretty good year, and with a little digging I actually think Cal could make quite a jump from last year. They went 5 - 7 and played Arizona, UCLA, Oregon (for most of the game), USC, and BYU tough. They return most everyone from what I remember including a very nice QB in Goff.

I'm slowly warming up to the idea that no SEC team will make the CFBP. But as far as conference champions go...

The Coastal is pretty awful, as the best ACC teams are in the Atlantic, and VT's defense is going to be amazing. Hell, it was pretty great last year, and they were playing a ton of 1st year starters. Now the gang is all back. No one in that division will be able to score on them. Besides, I think 9-3 wins that division.

The B1G is on the rise. The conference got a lot better in the off season.

I dont any team got worse in the offseason. Most teams are either going to be better this season or at least the same. Ohio State, Michigan State are the cream of the crop, but everybody watch out for Michigan and Penn State. The B1G East is becoming a stout division. The West doesnt have an elite team, but its pretty balanced between Wisconsin, Nebraska, Iowa and Minnesota. I think Northwestern bounces back this year as well. Oeverall, the B1G is on the upswing.
