I don't think adding Colorado State and Memphis will make the conference any stronger though

I agree with you on Memphis (at least short-term), but I think Colorado State could come in and become a middle tier Big 12 team. They are certainly already better than Iowa State and kansas. Plus, Memphis would bring its basketball program and fit right in to the Big 12's basketball hierarchy.

With the current candidate teams bringing so little to the table, (Cincinnati and UCF do not bring much) they should just go the paper tiger route and pick teams from close by states.
CSU, Tulane, Arky State or be right lazy taking SMU/Houston.
North:
Oklahoma

Iowa State
West Virginia
South:
Texas
TCU
Texas Tech
Baylor
Houston/Tulane
SMU/Arky State
No matter who they add they should put Texas and Oklahoma in opposite divisions with a permanent rivalry game.
CSU, Tulane, Arky State or be right lazy taking SMU/Houston.

I think it would be great for them to add two more Texas schools. Big 12 south would be all Texas schools.
Would that put any pressure on Texas A&M? Would they feel ostracized and left out of the party?

UH desperately wants to join, but not having a plan in place to replace Hofheinz (basketball arena) is a non-starter (among other things, of course).

I'm not sure you can really. The more desirable schools you might like to add from the ACC are bound by their own GOR. The Big 10 and SEC schools do better financially remaining in the conference where they are. That means grabbing up another couple midmajors if they are to expand. The options would seem to be:
New Mexico - only 2 million people in state, not great, not a national or great athletic program
BYU - religious affiliation is less of an issue for a conference with Baylor, only 2.9 million people in Utah. a better athletic program than the likes of New Mexico tho
SDSU or another Cali school - distance is an issue but the idea of reaching into California should be given more consideration. Imagine the games between WVU and SDSU tho :/ That's a road trip
Memphis - more regionally logical. Great basketball program. Not a terrible football program. Should be considered (Tenn has 6.4 million people
Cincinnati - great basketball program. Big state to add with 11 million people. This should make them a favorite IMO over options like New Mexico and BYU

I've been saying for years an LSU move to the BIg XII would be extremely beneficial. We wouldn't cry about all the money Texas has because LSU is a top 10 program in terms of financial. We recruit Texas heavily. Maybe a LSU and La Tech/ULL addition to bring LA into the fold would be beneficial to the BIG XII.

I have no doubt the scumbag Starr would file it I just don't see Baylor winning. also, what about their partnerships in medicine? seems like Starr could really shite the bed sueing tejas.

Nothing is going to fix the Big XII until Texas realizes that the Longhorn network is a failure and their conference has turned to shite because of their own self inflicted arrogance.

McLane Stadium doesn't happen without concrete assurances that the Big 12 remains in place. If Texas leaves, the Big 12 is dead.
