How does California high school football work?

Looking at Max Prep Sports, there are an awful lot of divisions and classifications. How do they determine how all of these section and region champions get into the five main playoffs?

It's no different than what goes on here in texas. You play your league and you make the playoffs based on your league standing. Then you play teams in your section in the playoffs and if you win your sectional playoff, you go on to your regional playoff and so on

The more divisions the better. You get better matched teams and more champions. Michigan has 8 divisions. That way you are less likely to see teams that are over-matched. Michigan does it based on high school enrollment.
I would like to see classifications based on enrollment and budget devoted to athletics and how many varsity players you have had the past two years in some formula to create more evenly matched teams.

California doesn't have a perfect system in place probably because of the size of the state in general. For decades they just had sectional champions, until the 2006 season when they added the "state bowl game" (basically a north vs south state championship game in 4 divisions). Those state bowl game match ups were picked by the CIF (the high school sports federation in California). Over the next couple of years they added a couple more state games including the Open Division which is suppose to pit the top team from Northern California vs. the top team from Southern California. Many schools complained that their teams were being snubbed from playing in the bowl games. Over the last two seasons they have added a regional championship so more teams can have a shot at the state bowl games. In January the CIF passed a proposal to have 13 state championship games which will start this upcoming season, so now every school in California has a shot at being a state champion.

The more divisions you have, the more teams you have in the finals, the more teams that can be over matched.
I guess no one wants Louisiana to stop at 4 anymore. All you need to know is that the split gave us St. Frederick and Archbishop Hannan in the dome

In Texas, more divisions = more $$.
So you get some 2-8 teams in the playoffs. Last year an 0-10 team made it.
The cream still rises to the top but Sadly you miss out on some good matchups when you award 14 state champions.

Alabama has 7 now.
Each division has a title game. 1A v 1A, 2A v 2A, ... 7A v 7A.
Private schools must count their students as 1.3:1, so they typically play two divisions up.
