How do Compensatory Picks work in the NFL draft?

I have been watching NFL football for a long time and I still do not understand how these work. Could anyone help explain it to me?

Lose a good player in free agency and don't replace him, get a pick.

At what point in the draft are they added? Who decides which free agent losses get a compensatory pick? Who decides where in the draft those picks are added? Why does it seem like the Patriots get 14 picks in the draft every year?

I think the league delegates how high of a pick you get because of the level of player you lose to free agency. I know NE got the highest compensatory pick available (a mid 3rd rounder) for losing Revis.

Also NE always has so many picks because of how they play the draft. If you've been following them closely the last couple days they've traded down like 4 times and accumulated picks foe next year. Add that to a couple compensatory picks they usually get, you get a lot of draft picks every year. Nobody plays the draft better than they do.

Well the compensatory picks are always at the end of the round, so a late third rounder.
