How are the Rays even close to a contender year in and year out in the AL East?

That organization amazes me sometimes. They're like a little thorn in the sides of the Yankees and Red Sox.

They've had losing seasons the last three years. But they were a fairly well run organization during the early 2010s with a lot of home grown talent.

Formula for success in small to mid-sized markets. Be really bad for a really long time. Get a lot of high draft picks. Get lucky on hits with high draft picks. Win for a few years. Repeat.

10 years of drafting top3(?) will and should keep your farm system deep for a while.

You should be better than just a thorn in the side of 2 teams, drafting top3 for that long.

Read the book "The Extra 2%" by Jonah Keri. The men in charge of the Rays (Sternberg and Silverman) are brilliant individuals.

Also, nothing amazing about drafting that High for 10 years and having a winning team for a term. The least you should have is a division winner and WS run for a 3-5 year period at worst.
