can't find the article now, but there was one I read that implied there wasn't an actual contract signed. just verbal agreements and promises that didn't happen after he held up his end of the deal (by signing with FU)

I'm not a very political person, but one thing I have noticed over the last several decades, if you want to screw something up, let the government "fix" it for you.
doesn't matter what level of government, or which side is in power, same thing happens.
the end product is almost always worse than what they started with.
