What just happened in the Baylor/WV game is a perfect example.
Game stoppage by about 15 minutes. 3 penalties called on one play...two on the D, one on the O...penalties off-set...but then they had to go to replay to see if the roughing the passer was targeting...even though it wasn't even roughing the passer.
Baylor had 6 penalties on that drive and WV could only go 28 yards. It took them 10 plays plus 6 penalties and that drive took about 1/2 an hour.
