Could CTE Be Used as a Defense to Domestic Violence Charges?

You could try but you can't prove you have it until they cut your brain up.

Even mentally deficient people are found culpable for their crimes, their punishment is either mitigated or deferred to an alternative method. They don't get to go off free.

ETA: Just about any thing is used for a "defense" but not in the way I think you're thinking.

No, I don't think it could be used as a defense to totally absolve one from guilt. But, like you mentioned as a defense for mitigation purposes.

Absolutely it will be used. It will also be used when battered women start suing the NFL in the civil arena (I.e. The NFL caused or contributed to the player developing CTE which led to the player attacking the female).
