They have a set of fines based on actions on the field.
If they had not fined Brooks, it would have seriously undermined future fines and players would have used the 'non-fine' as a basis to totally reduce theirs to 0.

I'll admit I didn't know that, thought there had to be intent. I thought Corey White didn't receive a fine on his roughing the passer a few weeks ago.

This is the part that bothers me that isn't getting coverage. At the very last it was a face mask penalty.

I'm not sure if the hit itself was what drew the flag.
It could have been the take down??? I don't know.
he did get thrown down by his neck, basically.
its not like the referee who threw the flag was quoted on exactly why he threw the flag.
some calls go your way, some don't.
I could go back and list a few games where the Saints got the shite end of the stick on a questionable call.
take for instance the game against NE.
M. Jenkins was flagged for hitting a WR as a he lowered his shoulder into the WR's chest. The WR of course dropped the ball. It was on a 3rd down but here comes a flag. Boom. Mark off 15 yards and NE scores a TD later on instead of having to settle for a FG.
Then on the last play of the game, Galette was held clear as day as he rushed Tom Brady.
but... where was ESPN and the shite stirring pundits then?

Wrong. Brees was going down before Brooks arm ended up around his neck. The initial hit from behind was what knocked Brees down, not Brooks grabbing Brees neck.

So the hit was in front. Doesn't change the fact that the Brees wasn't brought down by the neck. It was the hit impact of the hit.

The hit started close to the neck region and he nearly ripped his helmet off on the continuation of the tackle.
They would have called that penalty on EVERY defensive player making a tackle similar to it.
Drew's chinstrap is over his nose.

Doesn't matter if it was on purpose or not. Had Brooks let go of Brees" neck and not grabbed his chin (facemask) all the way to the ground, then nothing happens at all.
The initial hit, although brutal, wasn't the problem. Brooks trying (intentional or not) to remove Brees' head via his neck and holding his chin like a bowling ball was the problem.

It's not working.
The defender was not trying to make a legal hit. He was trying to tackle Drew in the only way he could which was sticking his arm out and knocking him down with it as he was going by. Unfortunately for him, the arm contacted Drew "in the head and neck area" and then slid up to his neck, at which time he grasped the helmet/mask and dragged him to the ground.
It was definitely a foul and will be a foul for the rest of eternity. You might as well get used to it. The law suits of the former players has ensured it will never change back to your liking.
