5 Second Rule in CBB

Did I miss where this was banished or something? Multiple times in tourney a guard is dribbling near mid court with a defender on him for 5-8 seconds with no call. Also the ref there is not counting (motion with his arm).
I'm sure they give an extra second or two on this but have seen a few blatant times and no counting and play by play guys don't mention a thing.

Pretty sure they took that rule away this year.

It's only when dribble picked up or not started a dribble now.

As of this season only applies to a player holding the ball. There is no count when the offensive player is dribbling.
