1. Los Angeles Dodgers

2. Tampa Bay Rays

3. Atlanta Braves

Alex Anthopoulos had always been, as one executive put it, “very aggressive” in his willingness to deal. When he took over the Braves heading in 2018, he married that quality with wisdom gleaned from his previous stops.

“Alex Anthopoulos does a tremendous job,” one executive said. “There’s nobody more engaged, open and honest about things. He’s had stops along the way and he’s adapted and learned over time.”

“Alex Anthopoulos knows what he wants and moves quickly in the offseason,” one executive said.

Some executives raised questions about whether the team will continue to draft well now that former scouting director Dana Brown has left to run the Astros. The good news for the Braves: With all those long-term extensions, the roster won’t require much mending for a while.

4. Cleveland Guardians

5. Baltimore Orioles

6. Milwaukee Brewers

7. Arizona Diamondbacks

8t. Texas Rangers

8t. Minnesota Twins

10. New York Yankees

Mike Hazen in Arizona doens't get nearly enough credit. He took a team that was somewhere between middling and bad with a barren farm and turned them into a contender with a great farm.

Dodgers have a 320mm payroll? I know that have to claim part of that Ohtani deal, but not all in that 320 figure ( so the 320 isn't "real" in regards to actual talent acquisition) but it's easy to be at the top when big boss isn't scared of big numbers.
That being said, I'm ready for the cards to move on from Mozeliak. At this point, I think "he's just a guy" and lots of people can do that level..and apparently peers agree

AA is being proven correct once again. Everyone said the Braves did nothing to address pitching this off season. Sale and Lopez have been our 2 best pitchers. And the bullpen is built for October.

While a solid choice, the White Sox do exist.

If the Pirates are ranked 30th it's still too high.

He’s not going anywhere unless DeWitt sells the team.

Blank check writing like a European country and still not being able to win a title* should disqualify a team from the Top 10

This wasn't a ranking for best executive though.

Until the last decade you would have to put St. Louis on that list... it's sad really what they have become.
