14 times this has happened.
I was surprised with these as QB is not a strong position for Louisiana in most cases. Obviously the Mannings padded stats.

3 of these are easy. Can you name the other 4?

Edit to add the List.

Terry Bradshaw 4
Peyton Manning 4
Eli Manning 2
Doug Williams
Jake Delhomme
Stan Humphries
David Woodley

2nd edit to show starters per state.

California - 16
Louisiana - 14
Pennsylvania - 14
Ohio - 11
Washington - 7
New Jersey - 5
Indiana - 4
Alabama - 3
Michigan - 3
Iowa - 3
Virginia - 3
Mississippi - 3
New York - 2
Georgia - 2
Illinois - 2
Colorado - 1
Kansas - 1
Kentucky - 1
New Mexico - 1
Texas - 1
Utah - 1
Wisconsin - 1
Canada - 1

Does your source give the % for each state?

Sadly, my source was me hearing somebody talking about how Louisiana has had a lot of starting QBs in the superbowl in my office.

Then I did the research on my own.

Not doing other States
